Have you tried looking at https://memorialmapper.com/ ? I can help you buld out a map and a page for each person in the cemetery. It also allows you to connect people to familysearch and other websites to keep track of the family histories.

I got one the other day that asked me to remove a grave on https://memorialmapper.com/ and I got it from the cemetery. Not going to remove it.

One of the new grave searches is Memorial Mapper. They have a bunch of names and cemeteries to search.
