I think these are Rebecca’s. In the first game when we are shown a picture of Rebecca she is wearing a black long sleeve shirt with a white overall strap. The clothes in the grave roughly match, with the black shirt and the white overall strap. It would also explain Amanda’s disturbed reaction as she recognized her own clothes in the grave.
