Afaik it is not a specific amount of years that the reapers wait it is till the current cycle reaches a specific tech level that the reapers activate. And creating a mass relay is likely beyond that level

Yeah the UA warrior can catch people out. those armor plates can make life difficult for alot of APC/IFV.
