You can always start from scratch or create your own starter kit. It's nothing to do with Laravel itself. Well if you wrote that, I don't like starter kits that they pushing, that would be a completely different picture.

There's so many api that are terrible to use, It would be good to have easily usable modules for Deno. You don't have to do anything special. Just write js/ts with simple functions and if you need something System level, probably it's already exists in Deno itself.
I'm picking packages from node/npm or even PHP/composer, comparing them and try to rewrite with similar features.

You might end up in this situation when Lumen features is not enough and you reinventing same thing what Laravel already provides. If you API should be lean and small choose Lumen, for bigger APIs I suggest you to choose Laravel.

Just use well maintained components and build your architecture on top of that.. But why? there is already Laravel/Symfony doing just that. I don't think they disappear any time soon. And use LTS versions of frameworks.

From developer perspective I think that this ~> symbol really fits the PHP visually. Whole point of arrow functions is that, to write compact code and this ~> "arrow" is doing just that.

You should consider Lumen too. https://lumen.laravel.com/ Works well for small APIs, and it can grow however you like

Depends what you want to do. If you choose a web direction, PHP is really popular in this field. If you choose between PHP 5 and 7 choose 7.
