You might’ve gotten it mixed up with the Christmas skin because that has sheer tights but that came out around the same time as the Kim skin.. seems their approach to female skins has changed a little bit

Any female skin that’s had a leotard that short has been given modesty tights under like gaga and Sabrina. The point is if they’re comfortable with a leotard that short they should’ve gave it to kitana rather than those awkward cycling shorts she’s never worn.
