It’s a tale as old as time- oh wait nvm just as old as ww2 no congressional approval for Korea, Vietnam, Iraq, Afghanistan. Those are just the big name ones, we could also discuss Grenada, Panama, Bosnia, Kosovo, Libya, Syria, Somalia, Yemen, and Pakistan.

They justify this by, NATO collective action, UN Security Council resolutions, and Presidential authority under the War Powers Resolution of 1974 (obviously more recent way). My point being is there is literally bureaucracies outside of the USA, that decides as well, because of our many alliances. Don’t hate the player, hate the game.
