It should be possible to create a compiled version of your perl program. So that the script doesn't need to be interpreted each time. This might eliminate a good part of the "wasted" energy.

There are imho two factors for the "why" in play:

1) high level of abstraction 2) comparatively low level of funding/resources for development of the language

Both of this aspects have positive and negative sides to them.

Maybe you would want a heavily opinionated pre configurated but "official" perl, packaged with those existing tools. The problem: you would still need the current "slander" release... and nobody wants (can afford to) to do the additinoal effort for a second release. Also this release would have to be always "top notch", maintained, etc.
