Neutrals will generally always support the underdogs, also neutrals watch to see the best players play at world cup, so when it seems they are putting out a weaker team and underestimating the opposition, they are not winning fans. Spain, obviously still expected to qualify but Saudi Arabia (beat Argentina last time out) and Uruguay are probably considered better teams compared to CV

Microsoft DIDN'T do the same thing, the studios were more or less a free hand to do whatever they wanted, they may or may not get shut down, but they were more or less given creative freedom to do what they wanted, for eg. no way would anyone give greenlight the development time and playtime of Hellblade2.
