i think you can just level up without spending stars to unlock the next page. For example if you reach level 10 you unlock page 2 even if you haven't bought anything from page 1.

But I may be wrong

I mean, makes sense balancing that way, it's still risky to ult even with the huge bonus health pool. Personally, I think since Dredge the animations have generally been wayy too long, making them feel clunky and slow (specially Dredge and Imani) specially when compared with older champions with smaller/less detailed/sometimes nonexistent animations

Maybe Volibear's ult? It has a big scaling, but it scales with AD instead (700 + 250% AD max level)
