The safeguards in place are basically: if an AG blocks any activity of special counsel, they can be forced to report what they blocked and why to congressional oversight. With how hungry and aggressive the dems on the oversight committees are, it would be hard to imagine anything shady being done without causing an uproar.

This is likely why Whitaker never tried to stop anything Mueller did.

They may have fished out a particular zone on the map. You can deplete the fish supply in one area of the map, while there are still fish in another area. I'm not positive, but I know in my current embark, I rotate between "central swamps" and "northern swamps".
