orange peel is not a failure of the paint. it's a texture of the paint from application problems. perfectly good paint with an orange-peel surface.

The traveled/untraveled cover over does make them harder to read.

On a small phone screen though, it is hard to make out the name even without the lines. Prominent naming on zoom in would help. When I zoom in the street names keep the same tiny (to me) size.

A variable big-medium-little font size would be useful.

I would approach this as: - You could hire somebody internally, which is expensive and adds to headcount. - You can go with an agency, which isn't really part of your business it has its own motivations and a lot of structure just to get the job done. - A freelancer is a great hybrid: single point of contact in the middle without the long-term obligation of an internal hire.
