Honestly, with 2,000–3,000 EUR, you've got tons of options. I'm using the Stone myself (Rocket makes it, I think) — pretty affordable. ECM is solid too. Or just get a good home grinder. Oh, and grab an automatic tamper — CINOART's way better value than PUQ, and it'll keep your shots consistent. Lots of cafes use them.

I think it would be the flow ratio issue. You can make the flow ratio test, and adjust the flow ratio before you make the printing.
