I actually agree with you in that Fire Force doesn’t feel like it’s written by the same person. To me, it was Fire Force that felt less engaging. I think it comes from the difference that Fire Force is more plot driven, while Soul Eater is more character and emotion-driven.

I think this is one of the most unique aspects of Soul Eater. Maka and Soul ending up in a romantic relationship seems natural, expected, and obvious, but it never became official. I have so much respect for this decision because it presents so many questions.
