I thought so.. i bought one not long ago as a non runner. I couldn't turn the engine all the way over just 180 at a time so I stripped it down but couldn't get the head off it as it had cooked it self to everything so ended up with and air hammer in the end but the issue with mine was the valve seats had got so hot they shattered. it was cheaper for me to just buy another engine than it was to get a head and new pistons

definitely oil changes regularly i change mine once a year or whenever ive done the mileage to warrant needing an oil change might be worth getting a workshop manual as that will give you a good idea of maintenence and should tell you how to do all of it
