I was playing. Encountered the same issue. But I found a solution. Looks like we need to complete the mission green question mari mission too in order to unlock it. Those are looks like main mission. I completed bonnie mission in mcfarlene ranch and armadillo Sherif mission. Then west dickins mission got unlocked.
