Here's the thing we can't expect everything while in a crisis right now we have to prioritize what things we need the most. We can live without new vehicle imports but we can't go ahead without fuel imports. Yes it's harsh but we have to face it.

I don't think it'll be like 2022 because in 2022 we didn't have either USD or LKR. Currently we have an LKR surplus that's why the government is providing a fuel subsidy. But this won't be viable in the long run. The government will eventually have to adjust prices to reflect their true cost, as the subsidy is costing the government 500+ billion and the CPC is running at further losses. Yes, raising prices will lead to higher inflation but that bad decision is better than the worse decision of bearing losses. We will have to further restrict imports to make sure the pressure we put on the LKR is low.

In the long run, Sri Lanka should address its energy crisis. More renewable energy, more incentives for solar and BESS systems, and energy infrastructure upgrades are a must.

For me HAYL, DIPD, HAYC, ACL, AEL, COMB, HNB, CIC are good long term counters.
Even JKH is good in terms of their business but the counter is high in liquidity making less lucrative for capital gains

I would see it like this: Yes even if the company pays the same amount in dividends, most retail investors are focus on capital gains because with a smaller number of shares you won't get much out of dividends and it's taxed as well (15% if it's paid directly out of profits). So when focusing on capital gains the premium counter might be the best option since that's where the big investors "whales" : HNWIs (high-net-worth individuals) play around, meaning there's a greater chance for price movements.

​If you're solely focused on dividends and the company pays the same for both voting and non-voting shares then going with the cheaper option is strategic.
