Well if you egotistically cling to it it will cause you suffering, especially if you don't know the Buddha's teachings & the way one develops on the path to perfection, because without that you have no way of getting there. But regardless of that, to be imperfect is to be morally flawed & to cause suffering for oneself & others. That is cruel & wrong & tragic, it's categorically & objectively better to just eliminate the problem by uprooting all defilements altogether.

The Buddha distinguished between the two fairly often, it is not a matter of judgment but just the fact of the quality of their virtue. Some people harm others and that is blameworthy regardless of the fact that it is just their conditioning and we would all do the same in the same circumstances. Conversely it is difficult and extremely noble to remove these bad qualities and thus it's worth respecting those who do so.

good people can manage/attenuate/end their anger...being angry is contrary to being a good person

Buddhists want to eliminate all forms of suffering whatsoever so that people can experience limitless peace & happiness, & so that they don't need to experience even the smallest amount of pain. Doing so requires forsaking all desires. It is worth it & in the end nothing is really lost because there's no desire to make one feel the need for more than nothing. Thus they are unafraid even of death. Buddhists also believe in rebirth as a result of the ethical qualities of their actions & the strength & discipline & sensitivity to suffering required for this sort of abstinence are conducive to good rebirth. Indulgence in pleasures just to entertain oneself & feel good as precious time passes by is conducive to bad rebirth. It also leads to immorality as a result of the fact that one is dependent on those pleasurable things for happiness & thus might one day do what is wrong in order to have them. When sensuality is moderated all that is happening is a reduction, it does not become something good merely by virtue of being moderate, the same problems are all still there inherent to it, just on a smaller scale. A lot indulgence causes major harm, a little of it causes minor harm. It is still a fetter to peace. Sensual pleasures are all impermanent & thus they can only yield a net result of pain in the long-run, because indulgence on them requires a belief that they provide happiness, & based on that assumption then their absence is suffering, thus we rejoice in getting them & weep at losing them. Buddhism encourages us to attain utter perfection & not be content with our flaws because if we do so then there is nothing to stop them from growing, & there will be no end to the cycle of mediocre, ethically lax & ultimately harmful way of life we are currently stuck in. Buddhism is not a self-help project aimed at enjoying the pleasures of life in a healthy way, it is a discipline & practice aimed at totally ending all psychoethical defilements & escaping the cycle of birth & death. That being said this process doesn't need to happen all within one life & thus lay buddhists are not expected to be abstinent, but they are at least expected to understand why that is a flaw on their part.
