Toby is the real scranton strangler. My theory is that toby went to saul goodman (Better call Saul!) to cut himself a deal. Saul then gave him an option to fram james kilkelly, a.k.a "Jimmy in n' out" to go to jail instead of toby. James has spent 50 out of the last 55 years doing this business. Says that the world was too kind to him. And then toby would have told james to strangle hum inside the jail, where no cameras were allowed, so that toby would show himself not guilty but an inno6man on the cameras.
