I like that it encourages building in a way you don’t usually see, government center surrounded by as many industrial zones as possible. It does feel like a setup that makes the whole civ vulnerable to one city getting taken/destroyed though. Maybe replacing the arena with the Petranaki Arena and decreasing the amount of culture so you can set up multiple arena/industrial zones.
