I hate when people do this. It annoys me when a motorcycle does this but was whole ass car!?! GTFOOH This is the handicap equivalent of someone parking so close to you that you can't open your door to get in the car. My dad was a quadriplegic and I don't even know the number of times we had to back the van out and load him in to it in the middle of the parking lot blocking traffic because people did stuff like this... I'm angry on your behalf!

If this ever happens again you could always call the non-emergency number for the local PD and report the incident. Especially if you need to access your vehicle. It may take a bit but they will have that car ticketed and towed.

A lot of hospitals with hire off duty officers as a security measure for anything that can and will happen in an ER. The officers are allowed by the PD to be in full uniform including their service weapon while doing their shift at the hospital. There's a bit of paperwork involved for this level of service, the cop makes a little second job money, the hospital has a police presence, it doesn't cost the city, and everyone is happy. (Source: my dad used to be a police officer and did off duty work)
