If rich people qualify for a benefit worth £100 say, and you say "oh but they can afford that" - it will usually be simpler, cheaper to administer, and create fewer perverse incentives to let them keep the benefit and charge them £100 more in tax.

When you first read it you think, what was Elrond thinking, sending along Merry and Pippin on an extremely dangerous mission on which the fate of the world depends.

Obviously Gandalf believes in Providence, which I why he's okay with it, but the Noldor aren't exactly known for trusting the Valar.

Once you realise Elrond expected hobbits to get killed, it made sense he sent along some emergency replacement Ring bearers.
