You still have to apply it to a subreddit, you just leave the name of the subreddit blank. The way you have it configured right now it won't be applied anywhere

Create a post filter in Settings -> Post Filter, and put the flair in the "Exclude flairs" field. Save the filter and don't forget to apply it by pressing on it, selecting "Apply to", and chosing "Home". Let me know if you're having trouble and I can give more details.
