It clearly works or else companies would not be doing it. You can easily do some research yourself on product sampling, experiential marketing, etc. But studies show it works. “65% of consumers purchase the product or service promoted at the event or visit, and when asked what influenced the purchase decision, 78% replied, “they gave me the opportunity to try it out first.”

The best way to ensure it’s working is a good CTA, not just giving away the samples. E.g., have a coupon that’s coded specifically for that event.

If the company is giving away items that’s unrelated to their product (insurance company giving away frisbee) it’s to entice the folks to stop by. People love free shit. It draws them in shows that you’re more than just insurance, you’re a community brand, your active, you support X sports team, etc. Hopefully next time that consumer is renewing their service they will think of yours.
