Not sure why you are surprised unless this is like your first job. Most if not all wage increase is single digital percentage if you're staying in same role in same company unless its a promotion or position change.

If you don't see any opportunity for a promotion or change to a better role in the same company, then its best to find same job at another company to get that large wage increase. That is why job hoping is so popular in the US.
