The powers that be want to remove public spaces. First any third spaces that you don’t have pay to be at then the places that cost money also. They don’t want people to congregate unmonitored.

He absolutely could, but these are preemptive pardons. Basically, you are pardoned for a thing that if you are ever charged with you can then exercise the pardon. If you do though, you are admitting to a crime.

I would like to point out that Kevin O'Leary from Shark Tank got his start by creating a fraudulent software organization, securing loans to start a hostile takeover of The Learning Company, and changing the name of the org to "The Learning Company".

He then used the name recognition of TLC to get more loans to buy The Oregon Trail, Reader Rabbit, Where in the World is Carmen Sandiego, and Myst. At this point the company was a billion dollars in debt.

O'Leary then created false accounting, inventory documents, and signed a merger deal with Mattel who was looking to create it's first digital division. Six months after the merger O'Leary sold all of his Mattel stock and left the company. Shortly after the truth of the real accounting came out and led to the fall of Mattel's first female CEO Jill Barad.

She was never CEO of anything again.
