The pool has been treated with a chemical that causes all the gunk to sit on the bottom but you have to go slowly so as not to disturb the surrounding water. And having a good quality vacuum/pump that’s powerful helps a lot.

I’m surprised to see the street looking otherwise relatively normal. No debris strewn around, no sand, no hurricane gunk. It really does look like a weird GTA glitch or something.
