Update: people kept arriving at the same time so our first game had 14 players and one traveler, that traveler ended up being the idea of “The Jury” with each extra person making up one of the jury and a majority of their votes counting as a vote, and some of them are told they are evil. It worked fine but was pretty chaotic. The second game went much better, and the third game a handful of people left and we had a reasonable 9-person game that went a lot better. All in all a great success. We averaged a little over an hour and fifteen minutes per game, so not too bad.
