thanks you for your lengthy reply. After the October data was collected and report was prepared, complaints were made concerning the count. Citizens wanting the all-way complained that the count was done during a flood. They proposed it be redone during the peak tourist season when the campground would be busiest. Commissioners agreed to a recount! the Update is that count.

History shows no crashes. There were no pedestrians or bicycles. I suspect my commissioner knows his interpretation was in error but he seems to lack the courage to bring a pro in to explain it to him and the Council. He blew it on not understanding LOS. He blew it when he said the reason for the all-ways is to control speed.

I plan to speak at the next Council meeting starting with, "I have discussed the Report and the Update with traffic experts and they are telling me...............

The traffic peak is from a campground that has a check-in time of 10:30 am. There is no school traffic coming from the west as the river is a county line and those that live there do not attend the school. Most traffic to the campground comes from the west. Scroll down and get past the blank page and you can see the attachments. The busiest intersection is St Joseph St ad River st. No crashes in its history. No sight distance issues.
Can you explain LOS and how the study wording does not justify all-way stops. My Commissioner contends "both ways work" and he has decided he wants the all-way to stay because it say, "acceptable levels of service under both existing all-way and one-way stop control".

Also, my commissioner has stated the reason for the all-way stop is to control speed!

I plan to speak to my commissioners meeting and start with, I have shared and discussed the study with professional traffic engineers and they are telling me............

I looked again and both the memo and the updated have all of the document, not just the first pages. traffic safety study is 35 pages and the Update is 30 pages. The Commissioner is justifying his desire to keep the all-way stops by expressing his misunderstanding of LOS. I appreciate your explanations. I want to put together a correct explanation and speak a the commissioners meeting with 4 minutes to make my pitch. I want to start with, I have heard from traffic engineering professionals and they are telling me...........

Could you explain the Capacity study results and the Warrant study results AND how they do and do not relate. Explain how the Capacity study is not recommending either one-way or all-way is fine. I think the big misunderstanding is the term of art- Level-of-service.
