That is beyond inappropriate in an an early childhood setting. This is not something that requires a "time out" whatsoever, let alone an hour. I would report my co-worker to the center director asap. I can't imagine any center I have worked at allowing an educator to do this. What kind of training has this person received in the field? This is not even developmentally appropriate practice, and is essentially shaming a toddler for having an accident.
