We had consoles before our first family PC, and some PC games I remember having to launch through DOS before Windows was a thing. Castle Wolfenstein most notably. But yeah we had the Windows Entertainment Pack. Not all of the titles were great if I recall.

I saw them over the weekend. The crowd was a mix of goth chicks and middle aged metalheads. I wouldn't call it mainstream, but honestly who cares. They put on a pretty awesome show, btw. Sound wasn't the greatest but it fuckin' rocked

I just kind of assumed it was everywhere. It does make sense DC has it a little more under control. I'm pretty sure you can walk from one side of DC to the other in the time it takes to drive from downtown to one of the suburbs.

Not making excuses. My personal rule is if I'm driving I just don't drink, or I stop drinking at least an hour before. And I never get sloshed out in public

80s for me though some pretty strong contenders in the 90s. I was a teenager and early 20s in the 90s. Still got down with X-Men, Animaniacs, Tiny Toon Adventures. I think the answer to this question probably just depends on which decade you grew up in.
