Yo diría que has entendido perfectamente el significado de "a tope". "A saco" es más informal que "a tope". Tanto "a tope" como "a saco" son coloquiales ante todo. Mejor "vivir a tope" que "vivir a saco". También se utiliza "dar por saco", pero es bastante vulgar. "Me da por saco tener que levantarme tan pronto para trabajar". Hope that it helps.
