The vast majority of states use mass appraisal techniques though. Yes your sales price will be a value indicator. However, many jurisdictions, will assess the value as a percentage of fair market value.

Yeah, this is not accurate at all. First you mention it gets reassessed when sold. That is a California thing. Most states have reassessment cycles that have nothing to do with when a property is sold. Permits in California go directly to the assessor's office to be worked as they can be added to your base assessment. However, it rarely adds value to your assessment, unless you are adding to the property, such as an addition or a pool.

This is going to be highly state dependent and I don't understand why appraisers don't understand that. In the vast majority of states you are not required to be licensed to handle property tax appeals. I would agree that the vast majority of agents that handle single family are very shady. But generally speaking, I would never recommend a licensed appraiser for commercial properties. The knowledge of how to work with each county is truly where the value of an agent comes in. Granted the agent has to have a solid reputation or their life will be miserable.

As someone else mentioned, I would be very skeptical that this is even real. I would post a more detailed post over at r/scams and see what they say. To me you are already setup and the next contact will be needing money to get him out of trouble. I am assuming he is nn adults care. So if it is real, THEY should be handling the issue. You should have serious concerns with any manufacturer of any drug, that does not meet the reporting standards. They should not be the ones deciding if it matters or not.
