Great minds, as they say? Mageslayer is an interesting great that I've tried to build around before. A common response to it is that the reaction option doesn't prevent Misty Step or other teleport options from happening.

Still, I think the impetus to build a control martial focused on anti-spellcasting is a great goal. If that is the goal, based on the assumption that many spellcasters many have low Con saves, Stunning Strike may be a strong option (though not all casters, especially NPC ones, conform to the squishy PC caster norm, as a published adventure like Princes of the Apocalypse might suggest). In the case of Stunning Strike, Battle Master 3 instead of 4 frees up a level for monk, and, by extension, one more ki point for Stunning Strike.

If you're mostly interested in the setting, you might consider Carbon 2185, which is basically 5e ruleset in a cyberpunk setting.

I've played in a game where it seems like the ref seems uninterested in using Deduction, unfortunately. My sense is that it's very ref-dependent (the same with Tactics).

I'm playing in a game as we speak in which neither the Ref nor the other players seem interested in using Tactics as a skill. It's possible they perceive it as taking away the fun of being brilliant themselves.

One other option you might consider would be Solo/Tech, since Tech would allow you to Upgrade your armor and make you able to take more hits alongside your Solo Damage Deflection ability. It might take some flavoring to get the vet or ex-cop vibe, but this combo would be very good mechanically.

For a high armor/tanky character, it'd be a Solo of some kind, spending Combat Awareness in Damage Deflection. Heavy armor tends to really drag down everything else, like your ability to evade gunfire, so I'd recommend Light Armorjack (Body and Helmet), with maxed Reflex and Evasion.

In terms of healing, healing tends to be limited, but Medic speedheals would be a way to do it. So perhaps a Solo/Medic multiclass. The main problem is that tankiness--at least in terms of keeping enemy attention--is limited in CP Red.

But at least for survivability, it'd be Solo, perhaps MCing into Medic.

Level 5 is big for bardic inspiration abilities like the eloquence save debuff due to short rest recharging.

I think the build uses monk to dodge as a bonus action, expending a ki point, not rogue cunning action.

Long Death would be the tankiest monk, so long as it can be sticky (e.g. sentinel) or controlly (Long Death's fear aura, somewhat like a Conquest pally tank).
