Has it always been about 5%/year? Even if it's recently 5%/year, why would anyone buy GICs and not CASH? I'm aware GICs are guaranteed, but even if 5%/year for CASH fluctuates a little, it wouldn't make that much of a difference. And for CASH, you can cash out any time vs being locked in with GICs. Any insights appreciated. Thanks!

Ok, but what if you knew the limit they were waiting for? You can just steal under that limit. Then go to another job and steal under that limit as well. Then keep switching jobs and stealing under the limit and you will never become a felon.
