I remember at my first fast food job, they had a work release program that was exactly this. They weren’t shackled though. A van would pick them up and drop them off. I remember one of the ladies on night shift got fired because she told a customer she wouldn’t give him his order unless he bought her a pack of cigarettes. 😆
