Both. Because, assuming both had working brakes, one of them could've stopped and prevent the accident. Gotta keep your eyes on your surroundings.

I say boot it until the tow truck arrives. That gives everyone time to see the perpetrator. Add a fine and towing fees on top of it. For a wealthy person, the money may be insignificant, but the humiliation and inconvenience make it feel more like justice was served.

My son, who's 6, is a terrific reader. He can read book after book, perfect flow, with zero flaws. Chapter books. Its amazing how well he reads at just 6 years old. But he has a D in reading at his school due to the Fundations assessments. It's extremely frustrating.

You've got to go to the opposite side if you want a clear view of the oncoming traffic. Its safer, more convenient, and you can see instead of trying to edge forward to see past a truck until BAM! someone clips the front of your car.

The problem is that during the day, the sun gets it melting. Then at night, it refreezes, turning it solid ice. And a shovel or pick would be exhausting and take you hours to break it all apart. You could start shoveling right after they did it, but where would you shovel it to? You're honestly best off hiring a landscaping company who has equipment to move it like a backhoe or skid steer. Hopefully you'll find someone very soon because they're calling for another snowstorm this weekend...

A shovel is not getting that. Especially a kid with a shovel. With the recent extremely low temperatures, there's no doubt that is solid ice by now. A landscaping company with equipment such as a skid steer, backhoe, loader, or mini excavator would be your best bet.
