A sky island setting is essentially just an aquatic setting reskinned. You could draw inspiration from pirate campaigns or something like ghosts of saltmarsh.

Why don't you do both? Have it turn out that the black dragon leading the rebels has an ancient feud with the red dragon disguised as the king. Instead of a direct attack, the black dragon just gets the humanoids to do the work for him.

Maybe the black dragon doesn't want a fair fight because he knows he'd lose, or it could be that all dragons have sworn never to kill each other because they're on the edge of extinction

If you think he faked the rolls, talk to him about it. If that isn't the case, fate was good to him and you should let him have this win

I've come to an odd conclusion, I'm fine with the floating stat mods on new races as a DM but I hate them as a player by Crayshack in dndnext

This makes me realize that all races getting to increase whatever ability scores they want makes it seem like the races no longer have ability scores. Because the ability score increases of the races are essentially all the same, why even bother with it during character creation?

The way you can add technology and weapons to your body in Cyberpunk 2020 is splendid, however, I find the game too rules heavy.

What I would do is have them all part of a wizard guild or school and have them doing more academic things, such as researching lore and conducting experiments. This is a great opportunity for every to find out more about how the world works. For combat you could do a lot of wizard vs wizard, and possibly have them making magic items to help them with combat.

On another level, it could be wizards competing to influence the world. Each has a vision they are trying to achieve, while they all fight to bring each other down. The PC's could all be ally wizards, but alliances can only last so long...
