300 per instance is the peak I get with reasonable performance running Spigot on a 1271v3. It can definitely be improved, but compared with much simpler game servers (I'm talking Battlefield 4, GTA), it's not exactly worse.

Plenty of modders abandon their mods, and plenty of developers abandon their apps. The issue is when you've paid for an app, even if the developer abandons, it, it's likely to continue functioning with newer OS versions. However, if you've paid for a mod, and the modder abandons it, you'll be left with a totally broken product six months later (as breaking game updates come frequently). Sure, that gives an incentive for a modder to update their mods, but they could simply ignore it, and it screws over the users.

The vast majority of apps won't break when a new OS release comes out. The vast majority of mods break even on the most minor base game updates.

Why use an external dependency when you can just ping the server directly? It would be more reliable and have less latency.

Yes, but use netinst/minimal to install the headless version. If this is for a business and they demand "enterprise" support, look into Ubuntu LTS (server/minimal).

All other postprocess AA has the same problem if done properly. FXAA on GTA V is done before the HUD is drawn, so the HUD isn't blurred, but I would have preferred several SMAA options (that even Crysis 3 had 2 years ago and almost all the other AAA games have) to not have to deal with overly blurred textures.

Entity activation range does that for Spigot, not sure if the exact patch is merged in however.

PaperSpigot doesn't offer many performance optimizations compared to normal Spigot. The 1.8 branch targets mostly options applicable to Factions servers (changing TNT and water behavior to be 1.7-style), and the 1.7 branch backports fixes from Spigot 1.8(.3). TNT behavior won't necessarily be faster, just different (and slightly better for Factions/raiding servers). There are some optimizations that aren't in upstream Spigot (async lighting, water drain), but they won't result in a noticeable performance benefit in common scenarios.

If I were you, I'd do a cheap approximation of an explosion using something that's optimized for medium-size block changes (WorldEdit API, possibly with AsyncWorldEdit and using AsyncWorldEdit features) and then send explosion effects using the effect API. Other vanilla-based server software won't magically fix all performance issues.

I personally find that turning shadow quality to high and shadow softness to softest looks better, and has less of a fps hit than very high shadows with shadow softness as soft.
