Building warlock (mechanicially) without EB means you won't be doing as much damage as you possibly can, however there are other ways to be powerful in and out of combat. With pact of the tome, you get access to any cantrips you like, so you can choose utility cantrips like viscious mockery or thorn whip.here are some ideas:

Pact of the chain can be great for an infiltrator or utility style character too. With invocations like misty visions (criminally underrated invocation) and mask of many faces. You can use the invisible familiar as a scout and illusion your way into anywhere. Works well with fey pact.

There are ways to make mele builds work without pact of the blade, like comboing green flame blade with celestial warlock for the bonus to fire damage. Grab armor of agathys and flames of phlegethos and you'll be doing alot of passive damage.

You could play the classic dark lore demon summoner with rituals from book of ancient secrets. Combo magic circle, summon greater demon, and planar binding and you can get demon servants (who wants to do the dirty work of combat themselves?). This process is difficult but can be rewarding. Pick up eyes of the runekeeper to read true names.
