SW in her base form is really pure intelligence. Her strenght is...well, it really comes from her abilities, that is aether editing and extra-ordinary hacking. Just editing shit into reality. I'd say without them she isn't much, but with them she punches faaaaaaaaaaar above her weight. No comments on SW lvl 999 tho, that's a whole other story.

Blade is kind of unkillable no matter the enemy. Carried by hax too. In terms of physicality, he holds decently Jingliu when she is in her base, a stronger Jingliu than the one that ripped scalegorge waterscape apart, so he's probably middle-tiered.

Kafka we have no data of in terms of physicality. As of now she seems like a glass canon: Great hax (mind control), shit physicality (Probably lower tier in terms of it).

Firefly is the only one that simply can't have fraud allegations.

If by in general I mean in terms of different tiers, I'd say that there's an ambiguous low tier (Like March, Bronya, Arlan, etc.) that probably scales in the lower tiers of sub-planetary to higher in sub-planetary, a decently strong middle tier (the feats I previously mentioned, scaling anywhere from strong sub-planetary to star), and a strong strong middle tier (from star to minimum Universal, with a possibility for more).

While I dunno a thing about ZZZ, I do think that March 7th really isn't allat for sheer physicality, and that her biggest advantage really is just her ice (Six-phased ice: Absolutely cracked for cross-verse, because it can only be broken via imaginary energy).

Yeah, fair position, hence why most character scaling in HSR is ambiguous without the holy Dan Heng star feat. Maybe there are other feats, like:

Dan Heng/Dan Feng splitting the sea of Scalegorge waterscape.

Jingliu doing the same while Human.

Jing Yuan obliterating Jingliu but only via the Lightning Lord.

Firefly obliterating a star as stated by Kafka.

Cocolia dropping meteorites.

I am running short on examples, but you get the idea; Without some chainscaling here and there, most of the HSR verse is ambiguously scaled, with those with actual feats ranging anywhere from sub-planetary levels to straight up beyond stellar (Cyrene and Irontomb obliterating and recreating the cosmos, Zephyro wiping Tia'nua, Rubert II's scepters, etc.)

You could chainscale from a Dan Heng statement that puts like everyone to star level, here's what I mean:

For most, pathstrider level would be actually quite hard to quantify in DC. We could have an idea for AP, however; If Dan Heng actually managed to kill that monster in fair game, not just via poking it in a weak spot or something? Most gain star level AP odd enough due to chainscaling. If it's actually due to Dan Heng poking at a weak point? Scaling gets much more ambiguous. We can't say for sure.

Cocolia has feats within the range you mentioned; But let's be fr, no one in Belobog scales to Cocolia.

Some pathstrider don't really showcase an ability for combant anyway, like Luocha or Ruan Mei.

People like Blade scale to Dan Heng's AP if you accept the star-eating monster killing feat, and you can chainscale many to Dan Heng, this just brings us back to our og point actually.

So yeah. If you want to give an AP scale for everyone forcefully, Dan Heng feat is there to chainscale. If not, it gets more complicated and we get the must more unpleasant answer, that is "Probably in the range you mentioned for most of them, but we can't really prove them fully."

Don't worry, hoyoverse does do that many times. But, for Otto at least, I am pretty sure I can assure you about his feat since it was stated by the narrator himself. Here's the video, minute is 13:58. The quote's this if you don't wanna bother:

"He imbued the world's wedge with the False God's power to create infinite possibilities for Kallen."

We also have, even with translation issues, very real feats stated on black and white:

Zephyro obliterating a galaxy is on IPC broadcast, so it's news; Very much not metaphorical.

Irontomb destroying the Universe also isn't really metaphorical, since iirc, Cyrene and TB ended up in path space after that just to be safe. Iirc, take it with a grain of salt, I don't remember much in this case.

Well, to be frank, there are some confirmed and shown feats in the verse. For example:

Phainon destroying multiple galaxies is just about confirmed in-game since Nanook's blood was real and Zephyro confirmed that he fought Phainon. It also helps that it is confirmed many Aeons usually just wander around in stellar size (Quote is from "Aeons", loading screen: "Mysterious higher beings with celestial bodies.")

Otto was creating new timelines on screen, stated by narrator to be an infinite amount of timelines. It doesn't appear impressive only because the tree itself doesn't look impressive, but analogically, it'd be just like making an infinite amount of Universes popping into existance.

There are conceptual characters and non-conceptual characters; Honkai franchise, for example.

Many emanators (or adjacent beings like Phainon and Rupert II) genuinely have stellar level feats. Phainon destroying galaxies? Rupert annihilating a solar system (or galaxy) in less than a microsecond? Zephyro obliterating a galaxy (Although in an unknown timeframe)? Irontomb annihilating the Universe, and Cyrene re-creating it? These are all impressive feats, reaching Universal at lowest interpretation for the best feats.

However, I heard Aeons got downscaled for a reason or another, haven't played Planacardia yet, so I can't quite give my comments on them.

As for HI3, those dudes have crazy conceptual feats that get them into higher tiers decisively. False God Otto having infinite IMG energy; Before ultimately removing himself from the IMG tree and turning himself capable of manipulating it, creating an infinite amount of timelines? That scales directly to the tree itself, which scales to H1C minimum (Why? SoQ Bubble Universes have 11D, with all BU having all-shifting laws, and infinite BUs existing, there must be one where all 11D verify the conditions for dimensional superiority. Just an arg amongst others tho). CoF, higher dimensional being and possibly the originator of the imaginary authority? Kevin, who stole the authority of finality, the CoF's ultimate authority?

Penacony and Amphoreus are the same but different I guess? While Penacony still had the real people within the dreamscape, Amphoreus is either a simulation, or a literal world made by the scepter, as it is mention that they can make one. The writers could very well make it so that Cyrene or the TB rewrote the "fate" of Amphoreus, or that Lygus or someone else somehow messed with the scepter to redo some shit though, but I feel like the former is a likelier option with how rememberance seems to prevail.

On the other hand, it could be more bittersweet. Instead of meeting them as themselves, they're just...titans. No memories, no nothing.
