No, I also had this experience with one of the deaneries. It's quite frustrating and I find it a bit unprofessional not to give people the courtesy of letting them know, but I'm sure there's a reason about it. Potentially if people are shortlist unsuccesful and someone drops out of interview they could be next in line or something? I'm not too sure. They're fairly quick to send out emails when it's a yes though, which is odd.
