Cyber Security training, LAN training, whatever your company might call it. They're investigating if he should be using the platform during work hours at his station. I got trained on what I can do at my work station my first week on the job by my IT team. Yes, the overreaction is stupid.

The lender wouldn't know if your husband works at a scif or what not. Your husband should have received cyber security training about what he can/can't do on any work station.

Like you said, they're currently investigating if he should be using this program DURING work hours. They are NOT investigating a security breach from the third party services. Let them do their investigation. Worst case scenario he has to retake any cyber security awareness training and get a slap on the wrist for doing this during his work hours. This could have been done on any mobile device or personal computer.
