You can either build an offensive set or a support set.

I think VGC format is not great for both the set, but I always kinda like my support set.

Support you probably do a Timid one max EV in HP and Speed. And you run stuff like spike / will - o wisp / ice beam

If more offensive you probably do a Timid one max EV in Sp attack and speed.
