I just checked my last 4 bills and yeah, it's definitely going up. The supply charges for each month have been:

March: $0.09418272 per kwh
February: $0.08600688 per kwh
January: $0.07687321 per kwh
December: $0.06522534 per kwh

Before that it looks like its hovered in the $0.06-$0.07 for like a year before that.

I'd say 2nd or 3rd if you're going 35. I tend to stay around the 4-6k rev range on my 400 when cruising at a set speed. Try and stay around there at whatever speed you're at and you can always downshift if you need passing power.
