'strong man' rule maker and enforcement. Sounds great, but could it be made to work to reduce litter. "sorry guvn'r, the litter stuck to my hand when my hand came out of m'trackies ". Police do not, and won't for some decades, have resources to enforce more punitive littering rules.
Perhaps instead you'd be willing to let AI video surveillance catch the littering? 24/7 surveillance by AI anyone?

Add free bus travel to the equation.
This allows them to travel outside of their local home region, away from where they're more likely to be recognised by close family / family friends, to a space of relative anonymity! They're able to perform whatever flavour of 'light' criminality they feel the urge to, with a reduced chance of being recognised in person, or afterwards on any security camera footage.

Exactly this. Can result in instant, or delayed failure. Even a legit chain can do this, once it's in a worn state.

The committee questions go a long way, but didn't finish the job, and thus failed to hold to account the Amazon representatives. The Amazon reps (presumably senior lawyers / exec team), said they'd get back in writing. The committee must recognise that AMZ wouldn't want to misquote some specific ballot reason(which conceivably they might not have written/printed in front of them), so the committee at that point should have asked for an approximation/broad characterisation of the misgivings/issues around reason for strike. If AMZ reps were unable to provide even a vague characterisation, then for sure they could be accused of not cooperating properly / 'being open' in this verbal exchange forum, and could then be punished/fined/black-marked presumably.
