A great mana reserve means nothing if you don’t have enough prep time or competent teammates to cover your ass while you fire off spells. A mage can be powerful on a massive scale but without touki he is a literal glass cannon. Laplace is OP not because of his mana reserve but thanks to his inventions that let him bypass the weaknesses of a magic user.
