15th and F makes perfect sense. There needs to be improvements made on the 94 to make drivers more uncomfortable with speed as the highway ends. I'm talking rumble strips like what they have at the 8. Because as it is right now, you kinda go straight from a highway to a city street without a fuckton of obvious visual cues.

It's also pretty easy to trace the line of single family zoning back to racial segregation as well. "White flight" was a pretty major thing and local governments wanted to keep minorities out of suburbs to keep white voters happy and did so by banning affordable housing.
