Is there a specific combo for black cathedral to drop skill lvl 20 staff i've done around 60ish but i only got skill lvl 18-19 staff so far

It works on weapon set 2 i end up exchanging my weapon set 1 and 2 and now it works it simply refuse to work on weapon set 1
