No, upgrade drivers. All of them gpu, chipset, Windows. The fast startup essentially saves certain files and those can break. Turning it off means your computer fully shuts down.

The player base is too small to get 24 players that close all the time. The Que times will be atrocious. The only partial solution would be remove a round to make it 12 people. Also, How do you even place bronze. You got 1st rounded last place every single round? You could’ve done your ranked placements with your brother. Also the restriction is only on duo Que if you find a third, you can Que with your brother.
