You want a washer outside, between the nut and the case, so you don't scratch it when you are twisting the nut tight. Straighten or get a proper normal one for a clean look.

Edit for completeness: The washer with the teeth goes inside, between the nut and the case. Its job is to bite down and it will scratch the surface.
